Default Help! turbo not spooling?

I have a b18c. I just rebuilt it and put a turbo on it. It has a max rev manifold, t3/t04e 57 trim 63 a/r. 2.5 downpipe, 3 in exhaust. tial 38mm wg, drag icooler with 2in. piping in and 2.5 out. I am showing vac. on my boost gauge and in my datalog, but it doesnt make any boost. i pulled the charge piping off before the throttle body and it is pushing air and seems to pick up around 4000rpm. I am under the impression this configuration should spool around 3800 rpm, but mine doesnt show any positive pressure and i have run up to 5500 rpm. any ideas?

i have checked the couplers and they are all tight. I looked at my data log file and the map reading at 880rpm was 24 and at 5500 it read 23..

when your just sitting somewhere, your car will not make boost the same as when the motor is under load (driving it). So you cant really go off of that..

do you have the spring and/or the fire ring in place ?? Ive def. seen a few people leave the fire ring off the wastegate.

I can see the wheel spinning in the compressor housing. i have felt under the dump tube and nothing is coming out of it. i am going to double check all my connectors and my manifold gasket and wastegate mounting to make sure nothing is leaking. if its not that i am at as loss..
