yup that would be it.

 

u sure you've got a vacume line running to the WG.. so it can actually SEE boost?

also make sure the BOV is functioning/installed properly.
personally I'd try running it with no BOV(you know its not required it just keeps the turbo healthy) and see if it boosts then
take it off and plug up the hole.
