I really don't think the bov would be loud @ 1psi.
Is your boost gauge installed correctly?
How did your car feel? Did it feel like you were boosting?

is your wastegate set to stock boost?
if so you should watch out, i'm pretty sure thats 9psi,
so when you do get it boosting, make sure you dont go killing your motor or something.
whats your engine management setup?
If the wastegate is turned down some, mabye its just turned down too far,
remember the more you lower the boost the logner it'll take to spool

What kind of turbo are you running? If it's used are you sure it's spinning like it should be?
If the wastegate is cool, the charge piping and intercooler have no leaks, it must be the turbo?
I don't know, that's all I could think of

when you were boosting did it feel like a substantial increase in power? or not really anything..besides the noise?
i would check ur boost gauge, if it DID feel like a substancial increase.

thanks man the only thing i can figure out is that it has to be something with my wastegate. I'm going to wait until I get my downpipe mounted up my neighbors are probly pissed off at me as it is. my car is REALLY loud
a common problem on dsm's that have internal wastegates on their stock turbos is that the pin that holds in the actuator arm for the wastgate comes off and the wastegate just stays open, not allowing the car to boost...
this happend to a friend of mine with a stock turbo 91 tsi. he jsut replaced the missing part so that the wastgate could not open freely (with out sensing boost), and the problem was fixed.
EDIT: looks like you might hae already checked what i sugested.
might be a dumb question... but do you have a gasket inbetween the blow off valve and charge pipe?
