Default help with boost flucation and flange...

Ok i have my vacuum for my boost controller off of my vacuum manifold by my fender well.. I have a vacuum line coming off of the IM running to the vacuum block.. I always see 2 more psi in 1st and 2nd is that normal for most people OR DOES MY VACUUM SOURCE SUCK?? I'm running 22 psi in 1st,2nd and 20psi in every other gear..

Also i have a 3" DP but my old 2.5" DP flange was used on it.. Its a garrett t3-t4 60 trim.. I'm thinking about buying a SC-60 locally it has a 3" outlet i'll need a 3" flange won't i or will my current flange still bolt up??
