Head work or sleeves?

Head work or sleeves?
I'm putting this in the fi section because the motor will be boosted.
The build:
F23 10.3:1 scr
H22 head
T3/TO4r turbo
The question is if budget comes down to it what would help yield more power. 89-90mm bore sleeved f23 or port,polish and valve jobed h22 head? I would like to do both but I'm not sure if budget will allow. This is assuming that the f23 block is good to go. I haven't torn it apart yet and the motor has had a history of blowing head gaskets. That why Honda r&r'd the motor in the first place. Either way the the head will receive springs for boost, new valve seals and valves will be lapped to make sure for good sealing.
If i don't sleeve the motor what's the consensus on max stock sleeve bore that will live with boost?

I'm thinking that the large bore will help unshrouding the valves and help the long stroke to feed itself. Not to mention pulling the head later for porting would way easier and cheaper than sleeving the block down the road.
What's you guy's thoughts on this?

IMO I'd sleeve it. Can always pull the head later as you said; plus your bottom end will be virtually bullet proof for the build/future ones.

Sleeves.....if i could do my build over again i would have gotten sleeves...sometimes when you start a build your just going for lower numbers...but as you start buying parts you will see that the parts your buying can handle ALOT more power then you plan on putting at them. and you will wish you would have sleeved so you can get the MAX out of your money lol.

That's kind of the way I was thinking. Not to mention the huge torque that a 90mm bore and 97mm stroke should give. Will the stock h22 head feed that kind of displacement with ease? I know the turbo will help but when it's not spooled? Because once spooled the TO4R should give it all the boost it can want.
