Default BUILT MOTOR NOT SEALING PROPERLY

okay evening fellas, i have a built motor golden eagle sleeves o-ringed and etc, problem im having is that when i fill the cylinder with air to make sure the motor is sealing properly i end up pushing air through the radiator, so i figure the headgasket isnt sealing to the block properly or maybe the head is messed up or maybe the headgasket just sucks, either way here are the specs

golden eagle 85 mm b18b with o rings
gsr head
both the head and block have been decked and cut,
cometic 85 mm and copper headgasket 85 mm
both headgastkets i have tried and the motor wont seem to seal properly

Did you have the head pressure checked?

the head was checked dont think they pressure tested it, thats why i torque the head down then fill the cylinder with air to ensure proper seal and i end up seeing water start bubbling from the radiator and ****

its recommended to be using the copper headgaskets with oring'ed blocks. what are u torquing the head down to? reputable shop do the oringing? it's either your orings or the headgasket not sealing properly
