i have a boost controller too already forgot to mention. already tried a different spring rate didn't help out. even when i'm boostin 13lbs i look at the gauge and its not consistent, the power drops and goes back up again. weird

i talked to the tuners already too and they said the only problem they see is the turbo is small, but i don't think thats it. the turbo was intentionally meant for an si but does that has to do with the restriction on high boost.

the turbo you have should be a t3t4 if its an fmax. you should be able to boost a lot on that. anyway check how your vac lines are all hooked up to the boost controller and make sure your boost gauge is acurate. try different spring rates too,

if you have the turbo xs boost controller check the direction of the V, it must be facing to the vacuum source
