Default greddy 18G + Hallman Pro boost controller = crazy spike!

so i went out and purchased a 4 bar map sensor, installed it and moved my boost cut parameter to 13psi on my s300.

Without a boost controller I make 8.4psi, was 10psi on the day of my tune but i have a leak at the BOV.. i don't even know how this is achieved when i believe the 18G is set at 5.5psi from greddy.

anyway..when i hook up the hallman pro, even at its lowest setting the boost wants to go passed 13psi, I don't know how far and i'm not willing to find out..either way why is this happening?

here is how i have it installed:

My actuator has never been touched which is why I never understood how I made 10psi the day of my tune in the first place, I've never had a boost controller hooked up to this car or touched the actuator rod. There was one time I took the turbo apart to paint the hot side perhaps in that process I spun the rod..anyway dude, how can I turn it back down to 5.5psi? I'm confused as to the process..righty tighty or lefty loosey on that nut on the rod?

you have it hooked up wrong. bottom port goes to intake manifold. side port goes to wastegate

That is how I have I hooked up actually, I just realized that I botched the picture I drew..I have the actuator running to side port on hallman and bottom going to intake manifold.
