Default is this a good build

Hi I'm a noob and this is first time building an engine. My power goal is 450fwhp. Any info would help.
Build:
Gsr block( stock sleeves 81.5mm bore)
LS crank( balanced and micro polished)
LS Manley H-beams
Supertech 9:1 cr pistons.
Cosmetic head gasket
ARP head studs
Arp main studs
ACL race bearings
Gsr girdle.
Stock gsr head
Stock TB
Edelbrock IM
Hobdata S300 w/tune.( still have to find a tuner. I'm in army so I'm kinda of new to the Tx area.)
Are my power goals capable,and what turbo kit should I get( no eBay junk)

I'd use a Honda HG, not Cometic. And any decent kit with a decent sized turbo will get you there. 30r, 5858, 6262,etc. Hit up SpeedFactory for a custom kit and they can suggest turbo sizes etc. Also dont forget the need for an upgraded fuel system, map sensor, etc to reach your goals

Sleeved block stock head?
I wound DEFINATELY do retainers.
Get some supertech valve spring / steel retainer set.I highly recccomend this upgrade.
A broken retainer may destroy everything(and 20 year old retainers destroyed many engines...)
If you are tight on the budget leave the IM stock.
Also i would use oem headgasket too.
