fuel pressure question?

Default fuel pressure question?

what factors influence the LOWEST one can get their fuel pressure to? on my prelude i have the walbro gss-342, a b&m kit on my stock fpr, the cartech 2025 fmu, and a ±1/16" hole drilled in the return orifice of the stock fpr.
the lowest i can get the pressure is about 35psi; this was also the case with a much smaller relief hole in the fpr. since almost doubling the size of that hole did not have any effect, i'm reluctant to drill a bigger hole. does the cartech restrict the return line enough that this is the lowest pressure i'll be able to set? or is it the pump?

i'm using a vafc to pull some fuel at idle and part throttle, but i'd like to be able to get the fueling closer on it's own and pull less with the vafc.

the other odd thing is that the fp fluctuates a bit at idle, after spirited driving it seems to be more like 37/38psi, and after just crusiing around sometimes it is as low as 30psi, just for a bit, then it creeps back up to 35. is this normal? there are definitely no leaks and it is rock solid under boost; it goes right where it should and just sits there for as long as i'm on the gas.
