Default fuel pressure is dropping at WOT, please help!! ASAP

just installed b&m fuel pressure regulator and guage, set the fuel pressure to 40-42 psi, but at wot the pressure drops to like 35psi !! ?? and when i cut the engine off the pressure drops to 0 in a second
the setup is ls vtec , type r head, 550cc, hondata, drag turbo kit, 255lph intank fuel pump
should i just go with the stock fuel pressure regulator? and is that gonna work fine im shooting for something close to 375-400hp, 18-20psi
please let me know what should i do?

thanks,
rob
