Default engine not getting vaccum?

Setup:
B18b
wisecracking
Eagle
p&p P75 head
ferret valves +1mm intake
ge manifold
76mm Blox tb
Web dual springs
delta cams

Swap has been sitting about a year was running in my da. I thow it in my ek and can't get it to idle at all. Gauge is showing 1lb vac at 1k rpm. Spits stumbles rev to 2k-2500 reads 12 vac I don't understand what the problem could be. Checked timing multiple times set valve lash multiple times. What else would be the cause for having no vac at lower rpm?

Check basics first is my advise.

Compression test and depending on results leak down

Did comp 120psi across the board it is a 8.1 motor

Do a leak down and see where your compression is going.

incorrect spark timing... plug wires on wrong. Given that timing and compression are good, and it remains the same mechanically from when it last ran, that's really all you've got left

Firing order is correct that's the first thing checked before I dug deeper
