use a c-clamp plier, it also helps if you remove the hex screws that hold the shell on. this way with the shell removed you'll have more room to work.

The trick to getting the snap ring on the BOV is you make sure the flat side of the snap ring is facing downwords.

go to sears and get the craftsman professional series snap ring tool/pliars..they run about $20 for a set with a few different tips...
when you are putting it on, take one side of the snap ring and slip in into the groove, then clamp both sides and work the snap ring in...you wont get it all in at one time..you'll have to get a little more in each time till theres enough in the groove that it goes in place
theres no way you will get it without some snap ring tools, unless theres some trick i dont know about

yeah thats true...when you buy some make sure they are quality though, i made the mistake of buying some cheap(er) ones for like $10 at a local hardware store and they sucked nuts..you want something strong and beefy, epsically on a big stiff(ok that sounds gay) snap ring like with the hks..the craftsman proffesional series ones are thick and have a nice design, and $20 isnt bad price at all either

Also Craftsman warranties their crap.. speaking of which i took back two broken 3/8" rachets and a 50ft. tape that was 7 years old. replaced it and i didn't even have to sign anything!
good luck.

Re: (00si5)
If you can rotate it freely, it's not on.
Like I said in my previous post, make sure the flat side of the snap ring is facing downwards

Re: (project dc2)
anyone that sells hks parts...not sure if the o-ring is included with the flange when you buy it separate but you can always just go find the right size at a hardware store
