Default closing the deck....

i currently have a b18a1...i have been doing alot of research on how to get the most performance out of the stock sleeves...of course there is the blockgaurd...i have heard both good and bad things, for example: the basic idea of giving support to the top of the sleeves just makes sense. however it distorts the block, which means it will have to be rebored(no big deal) and have the top of the bock re planed, wouldnt it affect the bottom of the block? i know that many of you have run the blockgaurd and i am looking for eduacated answers to these questions

another thing that i have found is welding the deck closed...if any of you have read "Honda/Acura performance", a book put out by sport compact car magizine about tuning and tweaking hondas, it has a whole article about welding the deck... The machine shop cuts a peice of aluminum and puts it in the water passage, welds it in, planes the deck, then uses the head gasket as a template to drill holes for the water..

basically... i want to know which would be better...both with stock sleeves..
does anyone have experience with welding the deck?
