I use Flitz metal polish. I imagine you'd have to clean it with something first, but you should use the polish as a final touch. It turned my brand new IC that looked already good into a super brilliantly shiny beautiful front mount. Use it with a toothbrush or wire brush, but be careful not to bend the fins while doing it. I polish the endtanks and each row individually.

i use a starion IC. when i got the end pipes rewelded i just cleaned it out with heavy liquid cleaner, some water and the air gun. swooshed it around about 20 times. then treated it for runst.
ive used it for a year now without problems

i dont see why you cant sand blast it. just watch the fins and dont get any sand inside the ic.

Simple green. Gasoline or brake cleaner work wonders also.
