Catch can necessary?

Catch can necessary?
Whats up guys. i know there a million threads about catch cans. Im not asking how to hook one up, but if i need to. I plan on buying a hatch with a fully built motor, and a decently large turbo. The car currently does not have a catch can installed. when the vehicle is started, it smokes a little. the seller says that this is not piston ring failure, but the oil left in the turbo. he says i need the ctach can and the problem will be fixed, and i dont doubt him, but would like other opinions. With a catch can, will this problem go away?

remove the oil cap, turn the engine on, if smoes are shooting out the valves, then the rings are bad.
if smokes are shooting out the exhaust, then the turbo is leaking oil.... you will need a new turbo.
a catch can, catches oil spit out of the valve cover.. it doesn't prevent smoking.
oil left in the turbo? oiil runs thru the turbo to lube and cool it.. i dont think its suppose to "burn"...

get compression test. what is his pcv setup? everytime i see posts of people selling their car with filter on valve cover i woudl never buy that. if his valve cover is open, look for smoke out the valve cover at idle or with added rpm or remove oil cap - there should never be smoke. i don't run any catch cans and they are not needed. all of my vents are baffled behind valve cover. and its not like you're going to catch 100% of eveyrthing going through so whats the point of it anyway.

Im not sure on the pcv set-up, but i will find out. the compression was 145 across all 4 cylinders. im not sure what could play a roll in this so i will go ahead and list the basic set up. ls/vtec, sleeved block, forged rods and 84mm 9:1 compression forged pistons. b16 built head. fairly new garrett 62mm turbo. the car also has no exhaust and i know it needs a re-tune. the seller is a friend of a friend and i do not doubt him, but i dont want to buy this car and then have to pull the motor right after i buy it to change the rings so im asking you guys your opinions.
