Default Can't Stop the Boost

well as they say boost is addicting but after i put my new mitsu turbo on it wont stop booostin, the wastegate is rotated the same way i had my last one, so my question is, what would cause the wastegate to get stuck closed? even with the boost controler on it turned way down the car will just keep boostin tell my 2bar rejects it at like 15lbs... any ideas?

Check diaphram in the wastegate, might be pinched or torn.
