cant boost above 4psi even with EBC....

cant boost above 4psi even with EBC....
I just put my motor back together about 2 days ago <changed piston rings> so ive been taking it kinda easy. Tonight i tried to turn up the boost to about 7psi but i couldnt get it to boost past 4psi.
Im running a Blitz dual SBC spec S EBC, and the instructions dont have a single english word in them. SO i really dont know how to use it all that well. Anyways, when its set at 2 i boost about .23 bar, when its set at 8 i boost about .26 bar and when it was at 15 i boosted about .29 bar. The C setting is always 0 and so is the P setting. I have the warning set at .38 bar and then its -2 after that <clueless>.
It consistently reads about -27 during idle and fluctuates during normal driving. I also have a autometer boost gauge which always reads about -9 at idle and even when driving. It only really moves when i floor it and then it gets up to about 5psi.
My guess would be a big vaccume leak??? I have a B18c1 <gsr> so there isnt alot of vaccume lines on the motor, so everything is kinda "tee'd" off the same line and then things are "tee'd" off those lines. I dont know if that is part of the problem too or what.
I have a turbosmart WG and it has a 5psi spring in it......
Any ideas?
