Default Budget Turbo for D16Y7

Hello,

I want to turbo my 96 Civic Hatchback and would like to make it as cheap as possible. I was going to get an ebay one

http://cgi.ebay.com/ebaymotors/T3-T4...Q5fAccessories

but having second thoughts because people say they suck. Is there anyway to turbo my car for around $1200 with tune? If not, how much more would I need? Thanks

$1,200 with tune? are you nuts? a decent turbo will run around $800 alone.
