Default BOV flutter?

I am only running 5 lbs on my Greddy kit and my Dual SSQ BOV sounds like a flutter instead of a pssst...is this normal at low boost or should I have a pssst sound no matter what? What do you guys use as a vacuum source?
Note: I have already loosened the bolt on the back and it doesnt change the sound. Thanks.

se·quen·tial (s-kwnshl)
adj.

1).Forming or characterized by a sequence, as of units or musical notes.
2).Sequent.

Straight out of Dictinary.com and pretty straight up explination(It's supposed to sound like that)

I use one of the old chacroal canister ports (on top of the TB).
