Default Boring out a GE Block

Well.....my block was supposed to be reassembled, but after talking to my friend who's block is also being done at the shop said that both of our blocks have to line bored? The shop tried rotating his crank and came to find out that the sleeves were twisted or something from not settling. Can any shop line bore the block? I know this was asked before...

PS. Anyone know a shop in FL that can do it?

I would send it back to GE if the sleeves are "twisted." You paid a lot of $$ it should be perfect. I know they stand behind their work too. Won't give you the run around.
