Default PROBLEM!!! h22a4 sleeved block

Ok I bought a h22a4 sleeved block for a customer off ebay(I know I should not have done that....). It came from a shop up north(I'll get the name later). The block had a piston clip come loose in it and messed up one of the walls. It was sleeved by ERL so I called them about fixing it. They told me they would take care of me and it would only be 1250 plus shipping. Before I bought the block I talked to my local machine shop that does all my other work( and has for 15 years) and he said he could just put in replacement sleeves and the run about 30.00 each plus boring and redecking the top(that is why I bought it...) but anyways....

My machine shop can not put in the replacement sleeves because they are cut at the bottom for the crankshaft and they do not have the machine to cut them out. Is there anywhere to get replacement sleeves with the cut out on the bottom for the crank for a h22a4?

ITS JUST THE WAY THE BLOCK IS. The sleeves are cut at the bottom so the crank can rotate.
