Default Boost Problem need some help...

We recently installed a homemade turbo setup on my friend's 94 Del Sol Si with second gen JDM B16A.

Setup:

Stone Racing tubular manifold
IHI turbo from older Subaru (not sure of model) w/ internal wastegate
Mazda RX-7 Intercooler
Custom 2.5" downpipe + charge pipes
2nd gen DSM BOV
Greddy E-manage blue box
Turbo XS manual boost controller
Autometer boost gauge

I'm not too turbo savvy so I need some help with this. The boost gauge works and I've tried another one from my own car (B18C1 w/ JRSC) which I know works fine and we get the same results - Needle will not go above 0 PSI but it does read vacuum. There is a very faint idle surge at times maybe a 200-300 RPM surge. We have tried adjusting the boost controller numerous times and get the same results. When you rev the car the BOV opens and releases the air. Is there a reason why the car is not seeing boost in the manifold? Could it be a problem with the wastegate? If anyone could throw around some idea's I'd appreciate it.

check wastegate vacuum lines?

check the lines for the boost gauge?
