Icon2 Boost drop off?

I am having a problem with my boost dropping off after it reaches it set point. I am using a turbosmart eboost boost controller. I have set it for 15, 17 and 20 psi but when it reaches these set points boost falls down to around 11 psi and stays around there. I have tried to adjust the gate pressure and sensitivity but it does the same thing. Does anyone know what would cause this problem?

thanks

Maybe a vacuum leak to or from the WG? Or maybe a leak at the boost controller?
