Boost Cut @ 4lbs
Alright, well I guess the easiest way to start this question is by giving you guys a brief history on my turbo problems.
I have a d16z6 with an ebay turbo kit. For the longest time, it would not build boost until 5500 RPM's, there was no pre turbo exhaust leak so I figured that it was because I needed a 3" downpipe and 3" mandrel bent exhaust. So after obtaining those two items and putting them on the car, I ran an open dump tube. Started the car right up and noticed that exhaust was flowing right out of the dump tube, so there was a pre turbo exhaust leak. My wastegate was missing a fire ring / valve seat cover. I went ahead and purchased a new wastegate to obtain the ring. Then I was building boost at about 3500 RPM's but the spring inside of the wastegate was 15lbs and I'm tuned for 10. Nevertheless, when I hit boost, the turbo flutters, and I don't think that it's getting enough fuel. I went ahead and swapped the spring from my old wg to the new one, which was a 4lb to see if it would fix the problem. So now I'm building 4psi and the turbo is still cutting out and when I turn the manual boost controller up to 10psi, it still only hits 4.. I really don't want to keep doing a trial and error because I'd hate to blow the engine. I have dsm 450 injectors also.
Any ideas Honda-Tech?

Are you sure you don't have a boost leak in your intercooler piping or couplers? Maybe your bov/bpv is sticking open. Also, where is your boost gauge reading boost from?

Okay, i'll see what the A/F ratio is. Is it possible that I have a stock fuel filter and fuel pump with about 190k miles? Would I need to jump up to a Walbro 255?
I'm positive it's not a boost leak, it seems to me like it has to be a fuel issue at this point.
