Default ?? Boost controlling & should I switch from MBC to electronic?

car: 94 Integra RS
b18c1 - stock head, nuformz blockguard, .30 over, eagle rods, CP 9.1's
Garret t3t4 .60, hks ssq bov, tial sport, rc 550s....
hondata s200b

Ok, I believe the tial wastegate I have has a 11.6 psi spring (dont know for sure b/c it was on the car already when I bought it). I also have a turboxs manual boost controller. I am running about 11.6 psi. When I first got the car it seemed like it held 11.6 psi better than it does now. Now when I am in first or second gear, or running the car really good it will spike a little beyone 11.6 (barely beyond) then hold at 11.6. If i let it build easy in 4th and sometimes third, it stops at like 10.5 psi and wont build anymore.

Is this likely fault of the turbo, or the MBC? I plan to take the boost controller off today to see, and I will also know for sure what spring the wastegate has.

That being asked, I'm also considering a greddy profec b II with hopes that it will give me more controll.
