Boost controllers are used to run a higher level of boost than the wastegate spring allows. A turbo timer is simply a relay that keeps the engine running after you turn the car off for a set amount of time to cool the turbo down.

Neither item is necessary, but you'll need a boost controller to up the boost. Instead of a turbo timer you can simply take it easy before parking or sit in the car for a minute when you stop

I think it's good to have a timer tho. For instance, whenever I have a test for college, I'm always late and don't have the extra couple of minutes needed to cool down the turbo. You can just wait a bit in the car before you shut it down to cool off/lube the turbo, but I just find that as an inconvenience personally.
