Default b20vtec turbo leaking???

ok guys everyone on here is always really helpful and i cant figure out what is wrong with my car...i think it has something to do with too much crankcase pressure? whats happening is my turbo is leaking oil out of the exhaust side, at idle, under boost, u name it and its leaking...not just a little, its leaking a whole lot...at idle in my drive way it leaks about 1/4 of a quart every 60sec. i had the turbo rebuilt 2 times. i was told i was feeding it too much oil...i didnt think that -4 was too much expecially since it worked on my car for 6 months. so i reduced the amount of oil and its still leaking. when i pull the return line off, it still has oil in it, it takes like 60sec for it to drain completely if it is full, its only 1ft long. it takes the turbo a few secs to start spewing oil everywhere after i start it. so i guess it just waits till the return line is full then starts leaking. i have an inline pcv valve run out of my valvecover straight to the back of my intake manifold and thats not enough. i dont know what else to do. my return line is plenty big enough and there is no uphill or serious curves. ive reduced the amount of oil feeding into the turbo. please someone help!!!

my return line comes straight down out of the bottom of the turbo. makes a sweeping 90 into the oil pan, all the way at the top of the oil pan. and then the fitting that i have makes a 90 as well

Are you having the same person rebuild your turbo?
