Default B20 turbo = problems

Ok me an my boy just put a turbo in his car heres the setup.

B20 bottom stock
B16 head with some work nothing major
T28 turbo

ok the problem is when anymore than 17% throttle is giving car sputters bad. It is only on 6 psi and has plenty of fuel. Car still pulls but the noise is crazy. Sounds like compressor surge maybe spark blowout but 100% louder. Tried to switching header gasket, different injectors. I have tried everything. Turbo is good took it off other car. Had a little problem with the oil exit line on turbo backing yup but fixed right away.. Any ideas...

Well i have like 20 questions

Well when you are talking about compressor surge do you mean while in boost or out of boost, because if its while under boost its a wastegate problem.

Does the sputter only happen while under boost?

What kinda of injectors are you running? high impedence/low/saturated/peak & hold???

What is the fuel management

What is the timing look like

Any idea on what AFR's the car is putting out

What kinda plugs are you using/what gap

Sputtering sometimes leads to map related problems.

Is ther any CEL's coming on

It happens even just when you rev it but louder when driving.
It only does it when throttle is applied it he puts the peddle down slowly it wont do it.
I am not really sur the independance but the are I think 450s.
Timing has not been adjusted just set 0,0
Not sure on air fuel but sure it is rich
I do think he needs colder plugs and to lower gap the are ngk v powers and gap is .40. But sound to loud for spark blowout.
Its a hondata computer.

Like I said whole setup was taken out of another car that ran fine with 13psi we installed and set to 6psi till we could get and air fuel ratio to tune. Car is running at around 55 psi on fuel with the 440 or 450 injectors..
I really am lost thanks for the help guys

Ok but can you explain why it ran fine on the other car then we swap everything computer, wiring harness ( it has a resistor for the injectors), turbo mani setup, ect over and with 7 psi less boost it makes this flutter??? Yes i understand the fuel management .

was this the management system on the turbo set up in the first car when it was tuned at 13 psi? if so it will be running very rich, and that would cause the car to sputter. and about the noise you are hearing i am not sure.

If the car you swapped it from wasn't the exact same motor it probably is going to run like crap, exactly how it is, it needs to be tuned like I said.
