T3/T04E are excellent entry level turbos that leave room to grow when you want power later, or a mildly build block in a street car. They will do 225 whp easily, and it will be fun.

Use a Brand Name wastegate like a TiAL, no chinese stuff. Any of the OBD1 ECU based solutions will do a good job for your powerlevel, I particularly recommend Neptune/eCtune if you like feature rich, reliable, and well developed products. That being said I doubt you'd run into any problems using anything else on the market that is based off of the OBD1 ECU, provided your engine and turbo kit are in good shape.

BRE for PW0/PR3 ECUs, or TurboEdit for 90-91 PM6/PS9 ECUs, should do a good job for your power level. They aren't as feature rich or developed as the OBD1 softwares... they will work fine but I advise getting 450cc injectors and no bigger. The lack of ability to tweak IAT trims with those softwares can cause large swings in AFRs vs ambient temps when running larger injectors, you will see it at it's worst when comparing summer IATs to winter IATs.

Yeah 38mm is just fine. The big wastegates are used for running very low boost with big turbos. Don't worry about any of that until you are trying to run a GT40 or the like on the street.

Id definitly reccomend the t3/t4 with a 50 trim compressor and .63 turbine. I had this on my first b16 setup and made 245hp at 7.5lbs. Its a pretty responsive street turbo with a decent top end. It definitly doesn't quit before 8k and will leave you some room to grow.

Mine also regualted boost just off the 38mm tial wastegate with a .5bar spring (about 7.5lbs)
Its a great setup and feels very fast in an EF with a b16.
