Default b16 turbo problems...

I am at my friend's house and we have been working on his car trying to figure out why it is running so terrible. It is a stock b16 with full race .70 trim turbo kit on it. He's running hondata s300. Hondata isn't reading any CEL's, but when we crank the car up, it makes a rythmic whoooom whoooom whooom noise. This might sound silly but when its revved up higher it sounds like a glorified lawn mower. The 'whooom whooom' gets faster basically and it almost sounds like a lawn mower. We've checked vacuum lines and replaced the spark plugs. Spark plugs are in the proper order. Does anyone have any suggestions of what else to check? I'll try to watch the thread and answer any questions to help with diagnosis.

I checked the spark plugs order last night and they are all in the proper order.

someone suggested an air bubble problem but we massaged the coolant lines and that really didnt' seem to help. Also something to add is that the day this problem started, the passenger front axle boot ripped and grease shot into the engine bay. Any ideas?

Try to start it with a stock Ecu. Is it tuned with the S300?

It is tuned with s300. We already tried starting it with a stock ECU and it did the same thing.

We think its narrowed down to fuel or an air bubble... going to try bleeding the system again. I'm not convinced it is fuel though because we are still getting 48 psi fuel pressure
