b16 with a eclipse turbo??

He is correct on this. Simply using this means as a tuning tool is not very sufficient as it would as though you were Naturally Aspirated. You'll need to definately bone up on the research needed to have the proper tuning tools to convert to a turbo application. Especially if the purpose is DD and some strip/Road course use.
Not just any 18G will fit on the b16. It would be best to use the Mitsu/Garrett Hybrid that Greddy creates for their turbo kits. But this does depend upon what his goals are. Using the 14b/16G on a B16 would work for initial power up front, but will be quite out of its range in the upper stream of the powerband, hence why they are not used as often for VTEC motors.
On the LS, the turbo works a little more in conjunction with the 89mm stroke of the LS motor, head design and lack of RPMs. Though I still don't recommend this turbo for the B18b, many still use it nonetheless.

Your first reasoning could be understandable,though not as effective to use but the second reason has nothing to do with a turbo choice or tuning. You're still thinking like a Natural Aspirated enthusiast again..

Atleast use a 14b but even that is too small. Do it the way you really want the first time cause soon after you are goin to want more and the time and money would have been wasted.
i did a t25 on a b16 then built up a ls/vtec motor using the same turbo setup.on a stock b16 it pulled pretty hard but lost a lil at top end.on the built head(titanium oversize valves,p@p head,tit valve springs,crane turbo cams)it feels as though u hit a wall when vtec hits-the head wayyy outflows the tiny turbo.$400 is not enough of a budget to turbo a car even if u think u have all the parts-boost will nickel and dime you to death!!!there are always more upgrades u need and they arent cheap especially if u want a lot of power(and u will!!).start doing crack-its cheaper than boost.....
