I ran 13.9 with a drag turbo kit on 6psi at 99mph car made 189whp un tuned running off a fmu and stock ecu. I have a vid some where. Since then upgraded the injectors and put a 255lph in tank pump in got rid of the inline pump and tuned it on neptuned and car made 256whp at 8psi tuned by jason hunt. thats my old car/setup.

Any basic turbo kit will get you into the 13s.

We have had stock b16s running 11.7

prob. less than your gonna spend on a turbo setup , if your just wantin to run 13s then i'd focus more on launch, traction, and your suspension... all motor cars are very capable of running 13's from what ive seen on here

*edit* also what car your drivin, and its weight has a factor in on it too
