turbo cannot seem to go past 23 psi. i have checked everything from boost controllers, leaks in the piping, manifold, I/C and all seems good. even ran the tial 40mm wg (20psi spring) open (no signal) and it will only hit 23psi. BTW it is a T4 turbo. also checked the turbo for cracks in both housing and all is good. this has me stumped for four weekes now. i would really appreciate any insight that you guys can give.

you checked the piping ...did you check the silicon couplers? Might have a small slit in one of them

it really sounds like you have a small leak in the intercooler piping. i had one like that and i was on 6 psi low boost and 10 high boost. i put it on 10psi and it would only make 5psi. one of my clamps broke and was a small leak.
