I had the same prob. with mines and they were golden eagle. A tard put locktite on mines thats why i thought mines were stuck. You can use a socket with an allen tip end. I would just put the head on and re torque them.
Get you to nuts that fit the studs threads. Screw them both on, loosing the bottom nut tighten the top nut. Wedge the nuts together tight then loosing the stud with the bottom nut

because you arent supposed to tighten them down all the way(like 100ft pounds like mine are), they are ment to be loose in the block. im trying to put my head on one time and not mutiple times, i got the motor how it was and i bet the dumbass just tightened up every head stud til his butthole squeeked lol.

dont do this on a arp you will not be able to reuse it. I heat treat steel at work you will destroy the studs hardness and tensile strength
As long as it doesn't get past 500C for a few minutes, it won't affect it's physical properties. However I think he infered to not reuse the arp's after this, as he does it to pre-ruined studs.
THe double-nut method would work, but make sure you have the flange/wide surfaces of each nut facing each other. If not, the surfaces will deform and ruin the nut. Also try to do it nearest the top of the stud just in case you wrench it too much. Stretching that last 3/8" won't affect anything except aesthetics. If they used locktite, you will have to remove it ALL before retorquing. That means using a thread chaser and thread file (or thread cleaner).

i think ninsecrx has the idea, i was thinking the same thing. stud extractors FTW> of double nutting.
I agree with most of whats said above.
Sounds like someone loctited the studs into the block on assembly and they are firmly still in place. Might as well leave them alone as someone else said if the deck is ok and put the head back on.
If you bent on getting them out, double nut them with some high grade nuts so you dont tear up the arp hardware.
Heating metal causes it to expand, which would be making the problem worse not better if you try to remove it hot. No reason to use pliers, its not stripped... pliers will ruin the threads. Double nutting it would be the better option.
