Default Actual boost is different from controller settings?

What could could be possible reason's why my actual boost pressure is
reading higher that what I set on my AVCR? Should WG spring be all the way down or up?
I have boost set for .5bar and duty cycle 30% and the electronic boost
controller reads 1bar under full boost????
One other thing, on the greddy blowoff valve type-s, the top hose goes to
manifold vacuum, where does the smaller bottom hose go to?
Any suggestions or tips appreciated.

both should read off the same vacuum source for the same reading if you have one before IC and one in Manifold there should be a small psi difference
