I checked the intercooler pipes... good
checked bov ... good
set avc-r to 9psi goes to 7psi???? i upped the the duty to 60% and still only 7psi????

The top port on the tial is hooked up to the COM port and the back of the tial is hooked up to the NC port and NO is open.
I can set the boost lower but not higher

do youself a favor and turn it down to about 29% roughly.... once you figure out the problem, you dont want to find yourself boosting 14+psi like I did...

You want a tee coming from a pressure source (compressor, intake manifold). One side of the tee goes to the side port on the wastegate. The other side of the tee goes to the boost control solenoid (NC) and then the COM port connects to the top port on the wastegate.
You have it connected wrong.

I have my avc-r set at 40% duty cycle and .5 kg/cm^2. Sometimes it overshoots to like .52 but usually it stays at a rock solid .5 for me.

Oh yeah, it is easier to know how to hook it up if you just understand how it actually controls boost.
The wastegate has a diaphram in it and works off the difference in pressure on the two sides of the diaphram. If you only hook up the side port on the wastegate, once the pressure on the bottom side of the diaphram is higer than the rating for the wastegate spring, it opens. If you were to tee a pressure source off and connect one side of the tee to the side port and one to the top port, the wastegate would never open because pressure would be equal on the top and bottom. The solenoid quickly oscillates open/closed and blocks the pressure signal to the top port to lower boost, and allows signal through to increase boost.
