Running lean in Vtec!
When timing the motor, the gears are going to tilt forward a tad. The "Top slit, in the gear point up, should be in the middle of the cam journal cover. INT Lobe should be @ 1 oclock, exhaust @ 11 oclock..the motor does tilt forward. The cams should sit @ tdc pretty easily, they might need to be moved a bit each way to put the belt on, but when you move them you'll understand how to put them back in time shortly.
Put the crank pully back just a tad before the TDC mark. Put your belt on, starting @ the crank first, then over the tensioner, then water pump, now slid the belt on the intake and the exhaust at the same time, you might have to move the cams a little bit each way to get the belt on but after some "finesse" it should go on.
Now look @ what you have, your gears should be close to being to TDC. Rotate your crank just a tad, counterclock wise to remove the slack from the front of the belt. Usually about a half inch before the TDC mark on the block is how much i have the crank set back. When you rotate it, it takes the slack out the front of the belt. Now get a flat head or coat hanger, and pull up on the lip of the tensioner, and tight it down. If your "gears" are off a bit, its possible you have slack inbetween the gears , before it or after it. So you have room to move to get the slack out and line the gears up.
Its not very hard to do this.. i remember a while back you having such a hard time lining things up, but i assure you, it shouldn't be this hard.

The way I'm doing is according to the Chilton's book. Never had an issue with OEM parts until I recently got aftermarket valvetrain and cams.

The only thing I can think of now is the timing belt stretched. I have tried Derek's^ method along with the Chiltons method. Same results. At TDC my cam gears are 1/2 tooth off. When the cam gears are aligned at TDC my crank is about 1/4" past TDC. FML. aha

Back from the dead, Timing is now at TDC at the crank and cam gears. Car still leans out in Vtec. I will add more fuel for high load under IAT Corrections but I still doubt that's the problem.
