Default ecu confusion

I recently bought a 93 ex with a mini me (z6 head b7 block)and im not sure if the ecu i have is the correct one . All this stuff is new to me and ive basically been pulling the car apart since i bought it. Anyways i was looking at the ecu and the number on it is 37820-p06-l01 which as ive found out isnt a vtec ecu. i opened it up to see if it had been chipped or something even though im not really sure what to be looking for. The ecu code thats on the chip is m66207-231. when i looked that up it said it was the standard chip for a d15b8. So my question is, does that mean the cars not running vtec at all? no cel or anything on the car either.

That ECU is non-vtec. Someone did the head swap, but didn't complete the ECU end of the bargain. Either install a P28 ECU, or chip your ECU and convert it to VTEC.
