if your car is moving at a local track then that is one shitty track

My car does not move at Palmdale, so no E-brake. At Fontana, I redlighted a couple of times because my car moved, so the e-brake trick is a must there, for me anyway.

If b19coupe's car does not move at Palmdale, then I guess Palmdale must be a good track.

LACR is a shitty track.LACR is in Californie. Ergo: all tracks in California are shitty.
One does not follow the other. Just like saying that if a car does not move when staging, the track must be good. The two tracks mentioned were merely used to illustrate that you need to use the e-brake trick at some tracks, and not at other tracks. If you do not need to use the e-brake trick, it's better not to, less chance that you will forget and leave it on during your run. It's all good.
