Civic D16Z6 does not start!

Civic D16Z6 does not start!
Hi, sorry for my English, I'm from Argentina.
I have a problem with my honda civic 1.6 d16z6.
Disarm the distribution and I found that the belt is out of time, I corrected that question and I thought it was the solution. It was not!.
Still not starting, spray injectors, I have good spark in all the spark plugs and I have compression.

What I find strange, is that when the piston 1 is up, the rotor points to what would be the piston 3.
I already probe both ways and it does not work.
I know the power order is 1-3-4-2

Take off belt, take out spark plugs. Rotate cam to TDC. Rotate crank to TDC. Make sure dist. rotor is on #1. Put belt back on.

I just looked at his other thread, turns out the cam key had sheared, so when he thought it was at TDC it wasn't actually.
