What is this?? should it be plug in??

the thing that is circled in red. this is on the a jdm b18c, the engine is in and running but this thing is just left unhooked. should i cap it?? what is it suppose to be linked to??

it goes to the can on the firewall for fuel vapor recirculation, if you dont have it just cap the fitting
