that plug is your 02 sensor plug.
1 (green) goes to D13 (green/ blk) for sensor ground
2 (white) goes to D14 (white/ red) for sensor signal
3 (blk/white) goes to A5 (blk/ white) for heater signal
4 (blk/yellow) needs to "TAP" into A11 (yellow/ blk) for 12v power
Almost positive that vacuum fitting is for the evap purge diaphram valve. you can see in the pic.

cheers. So should I just block off the vacuum fitting as my charcoal canister doesn't have a evap diaphram purge valve. It only has two connections, one from the gas tank and the other to the TB.

I need some information before I can help.
What vehicle? (Year, model, trim)
What harness? (EX,Si or DX, LX, CX)
OBD2a or OBD2b
First off the car is OBD1 you need to start by taking off the OBD2 harness. And get yourself a EX or Si harness from the Coupe or Hatch.
If the car is OBD2 and your using a OBD1 ECU are you sure you have a Conversion Harness.
If the car, motor, harness are all OBD2A then it should be plug and play for your O2 sensors. And im assuming if using the correct harness that came with the car and the single cam you have to extend the 02 sensor wires from the front to the back since the Single Cam header has the bong near the Slave Cylinder and the B Series header has it under the intake manifold past the oil pan.
So yeah theres diffrent possibities.
P.S Why is there a heater hose/coolant hose disconnected by the Thermostat.

I haven't put that hose on yet, that's all.
My car is a 92 delsol and the engine is 1996 b18c. I'm using the obd2 wiring harness so that I don't have to change the connections to the alternator, injectors etc.....

First of all, you HAVE TO get a harness that matches your cars spec. First of all I believe Del Sols were only made in 94-96 but that might be just the B16 ones. Correct me if im working. At this point if I were you I would just by a Del Sol Si harness OBD1 so I can match with my car. Just simply cut the injector clips off. Cut the wires and then cut the ones on the harness. Color match them twist real nice. Solder them if you can. Tape them up REALLY NICE just roling the roll of ELECTRICAL tape over it nice and tight. Exactly like installing a stereo. Its so easy. Same with Alternator. Then your car will work when you got to start it!
Whats up with people trying to use OBD2 stuff in OBD1 or vice versa. I think you might be looking into a OBD1 Dizzy

Re: (StreetRacinThug)
Ok thanks. I still have the original obd1 sohc harness I can use. I just remember reading somewhere that I could use the obd2 harness. Also what is the deal with the secondary oxygen sensor, if I remove it will I throw a code? How do I get Round this as my custom exhaust will have no cat.

you can run striaght pipe without the check engine light.</TD></TR></TABLE>
My del sol has two standard and it's obd1...........
