Id suggest installing it... check the spring too, so you can make sure its not messed up.

That's highly unlikely.

I second the idea of checking the vacuum hoses. I have a Tial 40mm WG and a vac hose coming from the turbo housing right to the bottom port on the WG. The top port is unused. I have it setup this way until I reroute to use my boost controller when I am ready for more boost.
Also, what is the temperature where you are located? If it is ***** cold outside it causes the air to be thinner and more boost is generated even though you have a 11lb spring the colder weather fools your wastegate.

just curious, how does that happen
just curious, how does that happen
exhaust gasses are trying to leave via the dump-tube so they don't keep running the turbine, if they cant escape well freely, they are going to create more boost because they will be backed up and go to spin the turbine

Boost controller ain't gonna help. If it's spiking to 20psi on an 11psi spring it's gonna spike to 20psi with a boost controller. A boost controller cannot make the spring open any earlier...just make it stay closed longer.
Was it ok before and just started or has it been doing this from the time you installed the turbo? If it was ok before, it's likely your vac line. If you have had this problem from the start list your setup.
