Two different things. VTEC controller adjusts engagement of VTEC. For a chipped ECU you would have to do a OBD 2 to OBD 1 conversion and it would be a lot more work/money/effect.

I suggest a chipped obd1 p28 or p30 and change ur intake manifold to either blox or skunk2, if not a chipped p72 with stock intake manifold..chipped ecu, all the fuel system setting, ignition, timing..etc is all programed, a vtec cont u can adjust the vtec system anytime but would be more useful when u have a tuner to tune ur car when u continue to upgrade ...jus my 02.

if your car is basically stock then i dont recommend getting neither... but if u have some head mods done to your car (intake mani, camshafts) then i would get the p28 chipped over the VAFC

if you only have an intake and exhaust, and don't play on getting any more engine mods, then there's no need to tune your car. however, if serious mods are on the way, a obd1 ecu with a reburnable chip is definitely the way to go (don't get that non-reburnable crap off ebay). there's not a lot that you can do with a vtec controller.
