So I shorted my batt after a new motor install... sparks flew everywhere on terminal install. Checked my grounds and removed on of the two I had on the starter and hopefully I've moved the correct starter power relay to the starter. Hence leaving the second much shorter wire dangling. This fixed my sparking terminal however I turnKey to start and this is what happens: no fuel relay sound, highbeam dashlight turns on only turning off when I actually turn the lights on. Furthermore I can't even get the motor to turn over. I've been told it's fuel pump or main relay. Still need to check fuses. Just the highbeam dashlight throws me. No clue. Check engine doesn't come on by the way and after I go to turn it on usually the battery dies but I think that's because of the shorting Out. Thank you for reading.
The PGM-FI Main Relay has nothing to do with engine cranking.
Sound so me like you have a grounding problem.
Anytime one circuit, [ign.] has an effect on another unrelated circuit, [high beam indicator] it is almost always a grounding issue.
You said, "Checked my grounds and removed on of the two I had on the starter" I assume you mean "one" of the two, however there are no "stock" grounds going to the starter motor there is only the batt. pos.(+) cable [thicker of the two] and the starter lead, [exciter], [plug in lead].
A MM&Y of car along with trim level would help. 94

sound kinda like a dead fuse, check near the + battery terminal.
dead fuse is no power to the key, so no power to the start signal terminal, even if you have power and ground to spin the starter, there is none to the switch.
