absolutely. first thing that should be done; pressure test. if good, i would check the operation of the rad cap. be sure that it's cycling correctly, both allowing coolant into the overflow tank and then allowing it back into the rad. you always want to start with the quickest, simplest things. that way they don't get overlooked
