o2 problems
Like As Soon As I Turn The Key When Its Pluged In Everything Cuts Off And The Car Just Goes Dead Until I Unhook The Batery And ThE O2 And Wate A While Then It Starts Up Just Fine With It Unpluged

Are you saying you have no power to anything at all, like no dome light, no park/head lights, no radio, no horn and so on, "no power at all"?
Or do you mean just "everything" related to the engine running? 94

I'd bet you wired something up wrong when you did the swap. but more info is needed.

can you take a pic of the wires going into the o2 and the connector plug. something is mixed up pretty bad to do that.
hmm. that is an odd one. not sure what in the o2 sensor circuit could cause all of that. even if it were shorted. you would have blown a fuse. and the starter should still engage.
unless the main power feed, or possibly the ign. switch is shorting to the o2 wiring. but should have blown a fuse. maybe AM alarm related

If you are loosing all power, [nothing electrical works] then it can only be a main ground or main power.
Plugging in the O2 may be causing a short, but it in no way explains why you loose all power, things like dome light, park/head lights, brakes and horn are all constant powers, [hot at all times] and do not require ign. switch to be on.
I would start by redoing your main grounds, DO NOT just eyeball them, disconnect/clean/reconnect, the batt. neg.(-) post and cable clamp, batt to chassis ground and chassis to engine ground.
You may well have other problems in relation to the O2 sensor wiring/plug, or possibly the sensor itself, but untill you redo the main grounds you can not elliminate them as the problem.
The 97 Integra uses a heated O2 sensor, power for the O2 sensor, [yellow/black] is supplied by the fuel injector relay in the PGM-FI Main Relay.
O2 sensor wire colors..
Yellow/black -12V+ with ign. switch in run and start.
Orange/black - ground
White/red - ECU/ECM, [O2S].
Green/blue - ECU/ECM, [SG2], the green/blue is common with the green/blue on the TPS, ECT sensor amd IAT sensor. 94
