Default JDM B18C problem

New to Honda tech thought I'd throw out a little problem I've been dealing with hoping someone can help me out. I swapped a jdm b18c into my 92 si and everything is great besides when I give it just a touch of throttle it stumbles/hesitates (only on the very beginning of the throttle pull) rev it up a tiny bit more all is good. Being in neutral or in gear doesn't matter when in neutral it sounds like somewhat of a rev limiter from 1200-1600 and goes away with a little more or less throttle and when in gear acts as if your lugging out the tranny. These symptoms led me to believe the tps was bad but put on a new one and ohm it with still no luck. Any suggestions would be greatly appreciated.

By "ohm it" what do you mean. YOU NEED TO properly calibrate it.

Can't remember the exact specs but used an ohm meter to calibrate to spec there's a spec for closed throttle and fully open

so .47V closed and 4.5 V open with no "dead spots"

Op, yes, there is an ohm spec. I've done both and IMO, voltage calibration is easier. When was last major tune up? Fuel filter/cap/rotor/plugs/wires AND timing adjustment? Most people don't adjust timing to spec from what I've noticed. Timing belt might Also be a little loose...many possibilities

B swapped those are the specs I used and it had no "dead spots". It had a complete tuneup 6000 miles ago when it went in the car. I myself have not put in a new timing belt/waterpump but planning to shortly as I consider I'm driving on borrowed time with not knowing exact miles on my motor. As far as the timing itself its not something I've messed with and don't know a whole lot about. If someone can give me some insight on how to correctly set timing or a write up to read up on that would be great I am mechanically inclined so that is not a problem to do the work myself. I should of also add I've cleaned iavc and fitv with no luck also. Thanks guys

Mechanical timing is very simple there are two "up" marks on the cam gears and two little lines at the side. take the valve cover off(if you don't have the half moon cut VC) then spin the engine by hand I take the wheel off and turn it via the crank pulley bolt.

as for ignition timing you'll NEED a timing light and here's how to set it(I know it's a non-vtec engine) but same deal

I had a similar 1200rpm rev limit issue under light throttle, it was that my IACV was unplugged.

I've been dealing with this for many months. I've posted about this a while ago.
If you read the posts, you'll be able to tell that there are many possibilities to hesitation. One of em might just be your problem, but what finally fixed it was that i was using the wrong fuel pressure regulator. I wasn't getting enough fuel in my combustion chamber. Check your fuel psi.
