Idle Problems... Out of ideas...

This is for a 1994 Integra.
I did the following https://honda-tech.com/zero...age=1 and also followed all the information on this page as well. Now the problem I have is a idle surge and I've checked my vac lines very throughly.
If I take my finger and plug the TOP port on the inside of the throttle body the car will drop down to around 900-1200rpm's and idle. I've cleaned the FITV and the ICS but no luck. I also screwed in the FITV plastic part in since it was loose, reset the ecu and I'm still in this same boat! HELP!
Anyone got any tips please?

FITV plastic part <-- Screwing this in will affect the idle.
8) Now screw it all the way back in or back to where it was before if your car idles fine.
Also make sure you do not have any air in your cooling system as this will also cause problems with idle...

The thing is the car wasn't idling properly before I did the cleaning of the FITV valve. So I just screwed it in all the way to prevent further problems later on down the line *shrugs*.
Next thing I'm going to do I think is replace the FITV valve and see if the issue goes away I think. Gotta find one tho...

Cleaned it first.
Which brought my high idle problem down to around 1400rpm's so I took the FITV off and cleaned it and THATS when the idle started surging.
I'm wondering if it's possible it could be a bad FITV valve?

Well.. the car idles high when it's cold and jumps when it's warm in my opinion pointing towards it being a FITV or maybe the IACV so I'm just kinda trying to throw some things out there to fix it so it quits driving me up a wall.
